Step 1you'll need a sheet and some elastic. measure just above your bust and cut the elastic accordingly. put the elastic to the side for now.

Step 2
cut the sheet the length and width you want (i made mine pretty big so it would be baggy). hem the bottom and sew along the side to form the dress shape. run your elastic through the top hem of the dress and you're DONE!
