Preheat oven at 450 degrees fahrenheit.
Mix flour, salt, and baking powder in a large bowl.
Cut in shortening with a pastry blender until mixture resembles course crumbs.
Stir with a mixing fork, adding enough milk to make a soft dough.
Knead dough 8-10 times on a floured surface.
Roll out dough to 1/2 inch thickness.
Cut with a floured 2 inch round cutter.
Place on ungreased cookie sheet.
Back for 8-12 minutes or until golden brown.
