Mod Podge Dimensional magic (because it was within reach), but you could use Glossy Accents or Diamond Glaze. Round nose pliers and wire cutter, Jewelry wire, earring findings of your choice, fish manicure stickers, micro beads, metallic paint pen in silver (or gold) and tiny shells.
