Why splurge on an evening dress when you can make one yourself?
When I bought this elegant, dark, blue skirt from the Goodwill store, I decided to make myself a beautiful evening dress out of it! All I did was make a halter strap with three, long strips of tulle, and complete the dress with a waist-cinching belt! (Note: The skirt I used has no zipper. Instead, it has thin elastic on top.)

kinda looks like an actual evening dress I have that's also strapless, dark sparkley blue, and has the tiered V-shaped back. Though mine's longer. One of my favorites.
