I made this skirt for my elf halloween costume, but it can be worn as a regular skirt too! Wish I made a tutorial for this =/ But it was pretty easy. Just take 4 rectangle pieces of fabric (different heights of course, and make sure they can wrap around your waist) and sewed them together at the top.
