1. 

   Make sure the votive holder is clean.
   (I used ones with a rim that look like a mini flower pot.)

2. 

   Put glue on the rim (or around the top edge). Roll in the seed beads. Be sure to fill in any bare spots. Let dry at least 12 hours.

3. 

   Fill holder with candies and a tealight. Cover with tulle circle and tie a ribbon around the holder. I found cute, pink plastic diaper pins to decorate, along with a cute little poem.
