A very simple project for Harry.
Crochet a basic hat, chain 3, join. Then continue in the round, 2 double crochet into each stitch. Third round 2 double crochet into each stitch. Fourth round, 1 double crochet into each stitch. Fifth round, 1 double crochet in next 2 stitches, then 2 double crochet in the next stitch, then 1 double crochet in next 2 stitches and continue until you have the hat the right width.
To complete, single crochet two rows using a singel crochet decrease for every 5th stitch. This will create a tight bottom/rim.
Crochet eyes, mouth and cookie and sew on.

For the scarf - double crochet for 23 stitches. Complete and sew on a crocheted cookie.
