I made this for a friend who is singing as Cindy Lou Who. I kind of went by a pattern for the bodice it was a shift dress That I cut at the waistline. And for the skirt of the dress just use the width of the fabric and cut the length as a square twice and gather to the right size. for the cape i shortened a pattern for a wicked witch cape, used red shoe strings for the ties, and sewed on white-ish boa from my fabric store, then glued on pieces of it on the ends of the shoe strings.
