Cheap silk-screening done with real silk screen material and inks combined with embroidery hoops and Mod Podge.
Stretch the material over the hoop and paint on the Mod Podge wherever you don't want the ink to go through.
Takes more time than money.

Hmm. Where can one find silk screen material and inks? Can you substitute the silk screen material for anything else?

You can get good silk screening stuff at Dharma Trading online. Just Google it!
