First find an old pair of shorts to sacrifice. They form the bones of the skirt and also mean you don't have to figure out how to close the skirt or add a waistband. Cut through the crotch to make it a true skirt and easier to put on and take off.

Have a friend stretch the elastic of the waistband. This will allow you to put the shorts on without stretching and popping the tape off.

Start wetting the tape and sticking it in 10-12 inch strips, right onto the shorts. Overlap the tape strips slightly, but don't make a solid wall of tape. You need to be able to walk!

Fold your tape to form tabs, sticking the sticky sides together and leaving half an inch to one inch of sticky exposed. Vary the lengths of tape if you wish, or be strict to make a more military look.

Stick the tape tabs onto the existing tape strips. You can lengthen your skirt by sticking tabs _under_ the tape strips. Keep sticking tabs on for a fuller or longer skirt.

Hold the skirt up and patch any bare spots, but make sure to give yourself some walking room. You'll paint over any fabric that shows through.
