Based on Burlesque Bustle Skirt by Becca K.
A slightly modified version of the original, I increased the length (by the wearer's request) and didn't make as dramatic a cut in the front. However we did wind up safety-pinning the front of the skirt to raise it and provide a more interesting shape.
