i saw a scarf just like this at the store, selling for $25--so easy and cheap to make yourself from an old t-shirt--
cut the hem off the bottom of an old t-shirt, then cut across about 8 inches up so that you have a "tube" of fabric--cut fringe about 3/4 the way up from the bottom around the whole tube
cut off every other fringe the whole way around (or else it looks too 'fringy') - gently stretch the tube and fringe pieces so they curl a bit, then knot a pony bead (i used silver pony beads) to the bottom of each fringe - double it up around your neck- done!
