Choose a pair of baby shoes that are sturdy; not the soft cloth kind (think baby dress shoes). Buckle any buckles/tie any laces so that the shoe looks as it would look on a foot.

Put a handful of stuffing into the center of your fabric scrap and stuff it (stuffing down) into the shoe. Use your hot glue gun to secure the fabric inside of the shoe.

Thread a few seed beads or buttons onto straight pins and stick them in for decoration.
