I made this shirt at my friend Elaine's house, and liked it so much, I made one for myself too.
I added a purple heart on a gold ribbon to the front of the blue strip to look like a medal.

Cut the sleeves off of your red and blue t-shirts. Keep the red sleeveless shirt and one blue sleeve.
Cut the blue sleeve so that instead of a tube, it is one long strip of fabric.

Sew the blue strip over the left shoulder with the embroidery floss. The strip should hand to the bottom of the armpit in the back.
In the front, leave some of the strip dangling, and cut it to form a fringe.

On the back of the shirt cut horizontal lines 1.5 inches apart, stretching from one side of the shirt to the other.
DO NOT CUT THROUGH THE BLUE FABRIC

Sew the outline of a star on the back of the blue shoulder. Cut out the part inside the star.
