Handmade card help!!

Please can anyone offer me some ideas? I have to make a special 40th Birthday card for a lady who loves Newfoundland dogs, we are part of a water rescue group and I have been asked to create something special. I have a few ideas...I thought I would put 40 silhouettes of Newfoundlands on the front but I can't find any punches or stamps...also I'm not very good at graphic design...please any ideas very welcome!

What if you got a picture of a Newfoundland and traced round it to make a template? It's going to mean a lot of cutting out but I don't think it'll be too difficult an outline to follow.
Also I guess being silhouettes you're going to be using black card, but ordinary graphite pencil will show up on black if you hold it in the light. Or you could use a white crayon/pen and sorry I'm blathering now.

I think I would make a 3D decoupage picture, much easier lol=)

how about a tartan bow! I am from Newfoundland and some traditional newfoundland tarten would look cool
