this looks like it could be made with a simple t-shirt alteration.
I'd take a fitted striped t-shirt, insert an elastic band with bias tape under the bust and gather stitch the vertical center of the top to create a sweetheart effect. Then I'd just sew a bow to the middle. It looks like this one has cups sewn in for support but you leave those off if you prefer wearing your own bra...

If they're silver an easy way to polish them up and make them sparkle is to use tooth paste. You'll want actual white paste not gel and use your hands or an extremely soft brush.
I've seen them bent and used for hooks like coat or towel hooks.... and like Laurenzoe :)~ said, I've seen cutlery chandeliers for kitchens that look so clever and cute
