you can always have them paint or decorate the shells (glitter and sequins are always good choices). You can leave as is or attach them to something wearable; hair clips, jewelry such as earrings (clip or peirced parts are fairly easy to find), or necklaces. Simple leis are easy enough for kids to make with a peice of string with non-sharp needle (plastic) and string platic flowers (taken apart) or flower shapes cut from felt with center hole, using colorful straws cut in 1/2 or 1 inch peices as spacers. Crayons work for a less mess fabric decoration and if you check the craft stores and craft sections or can find special fabric crayons (color on paper then iron onto fabric) or fabric markers where they can draw right on the fabric. Bags, t-shirts, or even cheap fabric sailor hats would be fun for the kids. Depending on budget and availablity or might even think about having the kids create or decorate personalized treasure chests. I'm sure if you do a search you can find some treasure chest options, or check local craft store or online part supply sites (paint, glitter, sequins, small shells, beads, stickers, stenciles).
