so I am highly interested in staining some paper to make an "old" like Dr. Who Journal. I know that I want to stain it with some various teas, but my question is, what paper like thicker type paper is the best kind to use? I want it to have that fiber like look on the edges, and normal paper, like printer paper won't work. So! maybe something like white or cream construction paper is what I am seeking, is there any kind of inexpensive paper like that that is in a larger pack? thanks!

Have you tried rag paper?
It's a pretty thick, high quality paper.Print will last alot longer on this paper than most. Also if you buy paper that was cold pressed it will maintain its rugged fibrous look if you get hot pressed it'll have a really smooth texture.

well tea dont really work well.
take cartrigde paper and some dark coffee. dip inside n wait for paper to soak in color. if u wan a wrinkle type look without actual wrinkles the lightly wrinkle it when its IN the bowl/watever. it will become darker where you wrinlkedl. u can also SLIHTLY tear the edges to make 'century old' look.

It depends what era you want there's a creamy yellow colour that looks really good or you could use a subtle parchment paper but not one with to obviouser design, or could go crazy and use a whatever colour you want maybe TARDIS blue or Rose or something and claim its paper from gallifrey and this was there traditional colour of choice. Good luck with the journal.
