Help for a pom pom?

I'm trying to make a pom pom to be wired to a headband to make Moogle ears (this being a Moogle: http://animefreak4life.webs.com/photos/Final%20Fantasy/moogle.jpg)

I've made a pom pom out of yarn already, but I want it to look fuzzy, like it's not actually made out of yarn at all, and I also think it needs to be a little lighter than it is, because it's the size of my fist and that much yarn is a little heavy for being wired to a headband (but I do want it to be that big!). I've found ONE pom pom online that looks like the one I want to make, but the girl sells Moogle ears and says that her pom pom is her own secret design, so she won't share it (can't say I blame her, but I'm always on a budget so I can't buy a pair from her).

So does anyone have any advice? Do you think it's feasible to make it out of straight up wool roving? I don't want to do a styrofoam ball or sew anything, because I want it to be super fluffy.

Any ideas?

Hey, I found this stuff and I think it's light, and fuzzy enough to be used to make Pom Pom!!

you could try one of the fuzzy yarns types or the loose felt people use for felting. either one of those will create a more fuzzy pom-pom that you can run a wire through.
