How would I go about making this?

Ok.. So basically, I need a dress to wear to a graduation this month. I've actually been planning to make this dress since Jan. but it never happened, but now I have about 2 weeks so I need it to happen NOW.
I've been looking around the internets, and I've found a couple of dresses that I like. They're pretty much the same style and I was hoping if someone would tell me how to make that style dress.

The lace that is used on the second one is stretchy, if yours is too, maybe you can just take a tank top and trace the pattern and draw in the dividing seam at front (if you like). the layer underneath is the same pattern, just crop the top off.
if the lace doesn´t have these vertical embroideries you can attach a circle skirt or a half circle skirt.
