Fringed Flapper Dress

Basically, i'm looking to make a dress like...

(That's the shorter, top version, because the dress wouldn't show up on my computer, but you get the idea :])
I really wanted to buy it but it was just TOO expensive and i've scoured the internet and can only find cheap, costume ones and i'm pretty uncertain about their quality...
Okay, so i've bought a tight black dress and i'm going to invest in some long fringing, i was just wondering whether anyone had any tips on how to go about attaching the fringing without, basically, balls-ing it up :]
Any help would be greatly appreciated :]

This would be quite easy to make.

The first step you should do is measure out where you are going to put your fringing and mark it on the dress.
When you sew the fringing on, start with the BOTTOM fringe first and make your way up the dress.
I would hand stitch the fringing on although you could do it with a machine.
